Framework agreement for the procurement of traffic safety audits (TS audits)
TS audits shall be carried out in accordance with Hand Book V720 “Traffic Safety Audits and Inspections” and shall meet the requirements in the road safety regulations and guidelines. The road safety regulations §4, requires that all road projects on the TEN-T-road network shall be revised as regards traffic safety. The traffic safety audit shall help uncover traffic safety problems and it shall be carried out in four project phases:
— Stage 1: Development plan,
— Stage 2: Detailed engineering design,
— Stage 3: Finished construction site before opening,
— Stage 4: After the road has opened (introductory usage phase).
The Norwegian Public Roads Administration would also like TS audits to be carried out in as many projects as possible on road stretches outside the TEN-T road network.
Trøndelag and Møre og Romsdal
— Stage 1: development plan — The development plan is to be audited before the proposed plan is put out for public inspection and at the latest it must be available before a political decision is made on the development plan,
— Stage 2: detailed engineering design — The audit of the detailed engineering design must be done before the construction start,
— Stage 3: finished construction site before opening — The audit of the finished construction site before it is open for use must be carried out when the road facility is considered to be fully built, but not yet open for public use,
— Stage 4: after the road is open (introductory usage phase). The audit after the road has opened must be carried out in the introductory usage phase of the road facility. The audit shall include an inspection of the completed complex and an assessment of whether motorists are using the road as intended.
The contracting authority has the option for extending the contract with 2 years, 1 year at a time.
