         Difi would ilke to enter into a Framework Agreement for the procurement of licences and cloud services with 1 tenderer who can offer:

         — competitive terms,

         — good and prioritised channels towards the manufacturers,

         — good competence for the relevant product areas,

         — good competence within the relevant manufacturers" licensing policies,

         — good routines in relation to orders, deliveries, and invoicing. Including, amongst other things simple ordering routines and co-ordinated invoicing.
