        The Contracting Authority wants to sign a Framework Agreement with multiple consultancy businesses who can quickly assist with general planning, strategy and research work in the following fields:

        — transport analyses / modelling,

        — socio-economic analysis / cost-benefit analysis,

        — toll evaluations and analyses,

        — environmentally friendly spaces and transport planning.

        The works will be planning and analysing at a strategic level and will not include planning according to the Planning and Building Act.

        The assignments will include different areas in the Eastern Region. The Norwegian Public Roads Administration Eastern Region consists of the counties of Oslo, Akershus, Østfold, Hedmark and Oppland.
