         The Research Council of Norway, c/o [international unit], invites tenderers to an open tender contest for Evaluation 2017 of PES2020 and STIM-EU. The aim of the evaluation is to assess to what extent the schemes (PES2020) and STIM-EU) fulfil their main purpose of effectively stimulating Norwegian entities for increased participation in Horisont 2020. The evaluation shall highlight how the schemes work individually and in relation to each other by looking at cost efficiency, the organisation of the schemes and the effect of the schemes. The evaluation shall give recommendations on any changes to the schemes.

         The estimated value is NOK 1.3 excluding VAT.
