      4. Description of the procurement:

        The University College in Vestlandet (HVL) has tasked Statsbygg [the Directorate of Public Construction and Property] with the construction of a new educational building at Kronstad in Bergen. The construction consists of educational rooms, auditoriums, study group rooms, areas for EVO, student square and offices for employees of the University College. The GFA is 14 300 m2 distributed over 5 stories and a basement.

        The project shall be executed as a turnkey contract with solution proposal. The turnkey contractor is Kruse Smith, who n collaboration with the architect company L2 Arkitekter AS delivered the proposal “Edens Garden”. The subengineering designers for technical disciplines are Sweco, the overall technical contractor is Apply TB.

        The newly built “Edens Garden” will complement the existing university college facility so that it is part of a comprehensive campus at Kronstad. The new construction shall have cohesion in form, function, material use and façade character to the existing facility, and will be designed and executed with high environmental ambitions, see the attached environmental monitoring plan (MOP).

        The project is in the planning phase. In this phase, the solution proposal will be optimised and the project will develop a preliminary project. The preliminary project and rental contract between the Directorate of Public Construction and Property and HVL should be presented and approved by the Government before any detailed engineering design and construction. This is subject to financing and Government approval.

        Throughout the project, the University College in Vestlandet, the near region of Bergen will be strengthened as an educational and research institution of high international standard with emphasis on knowledge development, innovation, culture and lifelong learning. HVL in Bergen shall be gathered on 1 campus. (Some minor disciplines associated with aquaculture are placed in other locations) through co-location of departments that have been spread over 2 locations. This shall provide synergy effects and higher efficiency of the university college. HVL shall have more functional educational premises that facilitate education and research, efficiency of administration, library and operation, improvement of indoor climate, improvement of universal accessibility, significant improvement of energy consumption and a green footprint through area efficiency, environmentally friendly construction and reduction of transport between different locations.

        The project uses dRfofus, BIM (and BIM kiosks), Bimsync, Byggeweb Prosjekt and Byggeweb Capture. There will be a big-room on the construction site. The “Lean philosophy” will be used in the project.
