        The contracting authority would like to enter into a framework agreement for the delivery of textbooks, teaching material, literature for learning and digital tools/programmes/licences. In addition, fiction and subject books and books for the school libraries in the municipality shall be procured. We would like to enter into a framework agreement with one tenderer per lot.

        The procurement is divided into the following 2 lots:

        Lot 1: Book groups 1-9 in accordance with the book agreement.

        Lot 2: Digital teaching aids.

      4. Description of the procurement:

        Lot 1: Book groups 1-9 in accordance with the book agreement:

        — school books/textbooks for primary and secondary schools, including single use books, work books, teaching guides and copyable originals [masters] of these books as well as digital and written teaching aids intended as accompanying additional resources to a textbook,

        — books for nurseries,

        — other literature and material, including; Subject books for the professional market, factual prose, fictional literature, dime novels, works, commission books, laws, research reports and similar as well as audio books, e-books and electronic content products.

        For primary and secondary schools, the applicable principle is the right to free public primary and secondary school education, cf. the Education Act § 2-15. Supplementary procurements of textbooks, any procurements of new book sets/textbooks will be made in order to fulfil this.

        Each school will decide what books and teaching aids will be used for teaching.

        The main orders will be placed in May/June and November/December. In addition there will be a need for supplementary orders, urgent orders and orders of copies for review.

        The contract does not include concretising tools. The contract does not apply to the municipality"s other libraries.

        The contracting authority is free to procure products that are not covered by the contract or that cannot be offered with the agreed discount, outside the framework agreement.

        — digital teaching aids, e-books, internet services and complete digital teaching aids (the list is not exhaustive).

        Trondheim municipality uses an internet based office suite tool from Google, i.e. G Suite for Education in schools and G Suite for Business in the rest of the organisation. The schools use chromebook, which is a computer based on Chrome OS. Future investments in digital format must be compatible with these systems.

        Otherwise it is worth noting that we expect a development where the current level of 4% digital share of teaching aids will rise in the coming years.
