The Contracting Authority hereby invites tenderers to a competition for a framework agreement regarding the purchase of light sources, etc.
Information about the Contracting Authorities.
Østfold county (henceforth referred to as the Contracting Authority) has approx. 2 500 employees, and their main goal is to be a regional development participant. Østfold County has i.a. responsibility for further education, dental health, cultural initiatives, environmental protection, public transport and county roads, industry development and county planning. Østfold County works to create a complete and desired community development in the country.

The procurement"s purpose.
The objective of the procurement is to comply with the users" requirements for light sources, etc. by entering into a framework agreement.
The framework agreement shall ensure that the Contracting Authority always makes the most rational, financial advantageous and social responsible purchases for its entities. Tenderers shall be obliged to contribute to minimizing the Contracting Authority"s total logistics costs (TLK) in the contract period, so that relations between the Contracting Authority and the supplier are as efficient and rational as possible. TLK means price, environment, quality, delivery time and precision, customer adaptation, life cycle considerations as well as administrative costs.
The scope in NOK.
The estimated contract value for the Contracting Authority is approx. NOK 530 000 per annum excluding VAT, i.e. approx. NOK 2 120 000 excluding VAT for the entire agreement period, including any option for extension. The purchase volume and types of articles varies from year to year and is only used as a guideline and does not obligate the agencies.
The Contracting Authority shall be considered as one buyer with several delivery addresses. Ongoing orders etc. shall throughout the entire contract period be made by the individual business/orderer at the Contracting Authority. The businesses have different ordering patterns, volume and need. The contract will, however, be binding for both parties so that the entities covered by the contract will be obliged to make their procurements from the tenderer a contract is signed with, as long as he is capable of delivering in accordance with the agreed upon terms.
General contract rules — Open tender contest.
The procurement shall be governed by the Public Procurement Act from 17.6.2016, nº 73 and the Public Procurement Regulations from 12.8.2016, nº 974. The procurement is in accordance with "the open tender contest procedure".
The procurement procedure is open for all interested tenderers to submit a tender.
Option for 1 year + 1 year extension.
