      4. Description of the procurement:
         

         Avinor AS intends to enter into a contract with Caverion Norge AS for continued service, operation, maintenance and development of the automatic speech installations at Oslo Airport.

         The contract will include:

         — troubleshooting, error recovery, support visits to correct errors to the PA equipment,

         — service visits, technical checks, troubleshooting, error recovery, necessary replacement of parts and components, as well as carrying out repair(s) on the system,

         — any modifications that the tenderer believes are necessary to maintain stable operation, also including the installation of new software versions,

         — the annual maintenance (night test) round to verify the status of the installations, in accordance with the authority requirements for fire installations involves visual and audio checks of all loudspeakers, both outside and inside.

         The night test must be carried out after 23:00 if background music is used. The Contracting Authority can choose to carry out the annual maintenance round itself without assistance from the tenderer.

         — maintenance and repair reports as needed.

         Based on this contract, the equipment shall be maintained so that the running time requirements and authority requirements are met. Based on this, tenderers must provide services and spare parts of good quality, which will ensure that these conditions are met.

         Caverion Norge AS has been the supplier to Avinor AS since the current equipment was installed in 2010.

         The Contracting Authority is implementing this ex-ante voluntary notice for a new contract signing for service and maintenance of PA and automatic speech installations. This is to ensure that we do not bypass other parties in the market who could deliver this service.

         The total contract value for the coming 8 year period is below 6 000 000 NOK per annum excluding VAT.

         If the Contracting Authority does not receive enquiries within 14 days from the publication date, a contract will be signed with Caverion Norge AS. The contract is planned to be signed on 21.12.2018.
