Interpretation Services, Framework Agreement
The Contracting Authority will enter into a Framework Agreement for interpretation services.
The procurement shall be administered by Steinkjer municipality on behalf of the following municipalities: Inderøy, Levanger, Snåsa, Steinkjer, Verdal and Verran. These 6 municipalities are the Contracting Authority for this contract.
In recent years the following interpretation assignments have been carried out per annum within municipal entities:
Inderøy procured interpretation services for approx. 294 000 NOK in 2017
Levanger had approx. 3000 interpretation assignments in 2017, approx. equally split between telephone and turn-outs.
Snåsa procured interpretation services for approx. 240 000 NOK in 2017.
Steinkjer procured interpretation services for approx. 950 000 NOK in 2017.
Verdal procured interpretation services for approx. 642 000 NOK in 2017.
Verran procured interpretation services for approx. 97 000 NOK in 2017.
The total economic extent of the Framework Agreement is estimated to be approx. 3 100 000 NOK per annum. The amount is an estimate and is not binding for the Contracting Authority.
Municipal organisations that need interpreters include: health centres, general practitioners,child welfare, adult education, NAV, crisis centres, emergency doctor surgeries the refugee service, schools, nurseries, care institutions, etc.
The municipalities’ different organisations have different needs in relation to interpreter methods (telephone, in person, written translation). In some circumstances emergency assignments may be relevant.
A Framework Agreement will be signed that will apply for all three municipalities, based on the award with the chosen tenderer, after an evaluation and award. Steinkjer will be responsible for the follow-up of the contract for the entire contract period.

Lots and alternative tenders
Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed.
The Contracting Authority has considered dividing the assignment in accordance with PPR §19-4, and has determined that it is most appropriate to have one framework agreement for interpretation services.
