Evaluation of Norsk Tipping"s and Norsk Rikstoto"s Organisation and Practice
The Ministry of Culture hereby invites tenderers to a tender contest for a report assignment regarding the evaluation of Norsk Tipping"s and Norsk Rikstoto"s organisation and practice. The objective of the evaluation is to look at how Norsk Tipping and Norsk Rikstoto can achieve the goal on reducing negative social consequences in the best possible manner.
In connection with the discussion of the Report to the Storting No. 12 (2016-2017) “Alt å vinne — Ein ansvarleg og aktiv pengespelpolitikk” (“Everything to gain — A reliable and active money games policy”) (the money games report), the Storting approved the following petition resolution:
“The Storting is asking the Norwegian Government, in connection with the work on preparing a new law for the money games area, to conduct a broad and external evaluation of Norsk Tipping"s and Norsk Rikstoto"s organisation and practice, and to look at how the goal for reducing negative social consequences in the best possible manner can be achieved. Including an assessment of the companies" games portfolio and whether or not the current marketing and other media exposure practice can be justified by channelling considerations”.
Based on this information, the Ministry of Culture hereby invites tenders to a tender contest for a report assignment regarding the evaluation of Norsk Tipping"s and Norsk Rikstoto"s organisation and practice. The objective of the evaluation is to look at how the goal for reducing negative social consequences in the best possible manner can be achieved for the participants with exclusive rights.

The upper financial limit for the contract is 1 200 000 NOK excluding VAT.
The report shall be presented by 15.6.2018, at the latest.
